List stalled deals

Returns up to 200 open deals flagged as stalled, longest-stalled first. A stage only flags deals when a stall threshold is set on it in the dashboard; a daily check flags a deal once it has sat in that stage longer than the threshold, and moving it to another stage clears the flag. A pipeline_id that is not a valid id answers 404 pipeline_not_found.
