Start a Blogs draft from a brief.

Creates an unpublished post in the Blogs service with the brief title, its summary and the outline as headings, and moves a draft or approved brief to in_progress. Nothing is written by a model. Calling it again returns the draft already made (200). Requires the Blogs service (402 service_not_active); the member behind the key or connected app must hold service.blogs.create (403 otherwise). Spends no SoftSolz AI credits.
